Step Change Model
A helpful model that further illustrates the challenges in attempting to change skills, attitude, behaviour and culture.

 Skills - are the easiest to change, simply put, this can be considered as a “bolt on” exercise. If introducing IT into a department, then training the staff to use keyboards is straightforward, and once learnt it usually ‘sticks’.

 Attitude & Behaviour - are more difficult and should be tackled together. Organisation that have introduced Customer Care programmes, where the customer tells the company what it wants in the form of service, products and quality, have discovered that they had to address both issues if they were to succeed.

 Culture - or ‘the way it is around here’, is the hardest of all to change. Many organisations have attempted this with change programmes aimed at changing culture only, without attention to the other three steps below. Change is possible sometimes, but it usually short lived, because the people have not learnt new skills or new behaviours brought about by understanding the need to change. Changing culture has been achieved when a traumatic occurrence such as privatisation, or merger/buy-out, or massive re-organisation has occurred
